ACTIVITY 1 – THE PROJECT MANAGEMENT includes planning, organizing, monitoring, controlling, reporting and taking the necessary corrective actions (permanently).

After the establishment of the project management team by Order of the Prosecutor General of the Prosecutor’s Office attached to the High Court of Cassation and Justice (POHCC), the implementation of the project was started.

During the 36 months, the project team will consider the following activities:

  • Organize working meetings, with the objectives of finalizing the project work plan, establishing the responsibilities of the team members and the modalities of cooperation between the team members;
  • Identifying potential risks to project activities, which may prolong its duration or prevent the achievement of objectives;
  • Establishing rules for communication and cooperation with the departments of the POHCC that will support the implementation of the project, as well as with the prosecutor’s offices that will benefit from the completion of the project.

The project team has the obligation to provide information regularly on the activities to the Managing Authority or other institutions in the management and control system of the structural funds, able to verify or perform control / audit / monitoring on the implementation of the project.

The project team will maintain a constant communication relationship with the service providers / providers, so that there are no delays in reaching the objectives.

The financial-accounting management will be carried out throughout the project implementation period and will include elements such as: record of financial documents, financial and accounting operations, tracking of statements, preparation of financial reports and reimbursement documents.

The organization and development of public procurement procedures will be carried out in compliance with the relevant legal provisions, such as Law no. 98/2016 on public procurement, Government Decision no. 395/2016, as well as with the internal procedure for carrying out public procurements. The person in charge of procurement, supported by other members of the project team, will prepare the procurement procedures such as market prospecting, drafting award documents, reports of necessity and supporting notes, evaluation of bids, drafting clarifications, preparation of the award report.

ACTIVITY 2 – THE INFORMATION AND PUBLICITY ACTIVITY OF THE PROJECT will take place during the entire period of project implementation. The promotion of the project will be done in compliance with all the provisions of the POCA Guide, the Visual Identity Manual 2014-2020 and of the contract / financing order.

The completion of the project and the promotion of the obtained results will be achieved by organizing a closing conference, which will be attended by at least 60 people. On the occasion of the conference, a press release will be published on the website of the Public Ministry.

The conference brochure will be distributed at the conference, which will contain references to its results, the target group, etc.

A web page of the project – www.sipoca54.ro – was created to inform the public about the activities and results of the project.

ACTIVITY 3 – ELABORATION AND INTRODUCTION, AT THE LEVEL OF THE PUBLIC MINISTRY, OF A WORKING METHODOLOGY regarding the execution of computer searches or technical-scientific findings that have as object computer data of interest in the criminal investigation.

The team started the implementation of the project with the elaboration of the documentation for contracting the consulting services in order to contract the external consultants who will write:

  • working methodology;
  • specifications for the acquisition of technical equipment (hardware), licensed applications (software) and specialized training services.

The procurement documentation was finalized and sent for analysis to ANAP in February 2018. Starting with April, it is on the website of the Public Ministry and the project, www.sipoca54.ro.

The activities that the consultants will carry out:

  • analysis of workflows and technical documents in the area of computer searches and technical-scientific findings;
  • analysis of functional equipment in the Public Ministry (used in the area of computer searches and technical-scientific findings);
  • analysis of licensed applications used in the Public Ministry in the area of computer searches;
  • analysis of the necessary professional training specialized in the area of computer searches.

ACTIVITY 4 – SPECIALIZED TRAINING in the area of computer searches for 55 people within the Public Ministry

After the consultants will draft the specifications for professional training, the Public Ministry will send to ANAP the procurement documentation and, once approved, will designate, following an award procedure, a winner of the tender.

It will offer specialized professional training courses for 55 people – 20 specialists from POHCC, 20 specialists from DIICOT, 15 specialists from DNA, as follows:

  • 50 specialists will benefit from professional training in the area of computer searches (in topics such as „digital forensics” or malware analysis), respectively:
  • 20 specialists from POHCC, including from the prosecutor’s offices attached to the courts of appeal
  • 20 specialists from DIICOT – Central Structure and Territorial Services
  • 10 specialists from DNA – Central Structure and Territorial Services.
  • 30 specialists will benefit from professional training in the area of analysis of information obtained through computer searches, respectively:
  • 5 specialists from POHCC
  • 20 specialists from DIICOT – Central Structure and Territorial Services
  • 5 specialists from DNA – Central Structure and Territorial Services

We mention the following:

  • The 20 specialists within DIICOT (provided for professional training in information analysis) are the same as those provided for professional training in the area of computer searches. More specifically, the 20 DIICOT specialists will benefit from both forms of professional training (both for computer searches, and for the analysis of information resulting from computer searches). Therefore, the 20 DIICOT specialists can only be counted once in the composition of the target group, being the same people.
  • The 5 specialists within the POHCC (provided for professional training in information analysis) are the same as 5 of the 20 provided for professional training in the area of computer searches (from the POHCC). More specifically, 5 POHCC specialists will benefit from both forms of professional training (both for computer searches, and for the analysis of information resulting from computer searches).
